You can very often find textured walls and ceilings in older homes. And if they don't have texture, that's likely because the homeowner removed it or covered it up at some point in time. Texturing is a technique that was used throughout much of the 20th century but began to lose popularity in the late 1990s. It is very unlikely you will find textured walls or ceilings in a new construction home today - it is a trend that is no longer in line with most homeowners' tastes.
So why was texture ever a thing? As with most things in construction, it was about saving time and money. Wall finishing, when done right, is a skill that requires years of experience to perfect, in addition to a whole lot of time and material. However, texturing surfaces allowed builders to hide imperfections in the walls. Sometimes walls can take more than 3 or 4 coats of mud, with sanding in between, to get perfectly smooth. Add to that the dry time between coats (mud takes much longer to dry than paint).
